Los Demócratas Sacrifican a Los Trabajadores Inmigrantes

 Madison, WI-El pasado 27 de junio, los Senadores demócratas Hansen, Wirch, Holperin, Erpenbach, Carpinter y el representante  Staskunas presentaron un proyecto de ley anti-inmigrante, que haría que las empresas que contraten a trabajadores indocumentados no puedan ser elegibles para ciertas exenciones de impuestos, contratos gubernamentales, subsidios y préstamos, así como la creación de nuevas multas para esto empresarios  [Texto completo del proyecto de ley]

La Unión de Trabajadores Inmigrantes (uti) muestra su preocupación y sorpresa "? Cual podría ser el motivo del partido demócrata para escribir un proyecto de ley así? La inmigración es un asunto federal. Es cierto que la situación actual sólo produce constantes abusos y la explotación de los trabajadores en todo el Estado, pero leyes de este tipo no van a cambiar nada más que crear más puestos de trabajo fuera  de los libros en la industria láctea, que por cierto reducirá los ingresos al Estado a través de la nómina ", dijo Alex Gillis líder de la uti" me pregunto ¿por qué el Partido Demócrata quiere luchar por esto? ".

En lo que parece un concurso público en quien es mas "duro" en materia de inmigración, los demócratas muestran sus cartas, a sólo 3 meses después de que le Rep. Pridemore introdujo la ley parecida a la SB 1070 de Arizona: LRB proyecto de ley 1116 / 1, que "requiere de un agente de la ley para determinar si una persona que es arrestado o acusado de un delito o violación civil se encuentra legalmente en el estado si el oficial tiene una sospecha razonable de que la persona no se encuentra legalmente "[en el texto del proyecto de ley]

Defensores de los inmigrantes indican que es probable que la ley no sólo represente propaganda electoral, sino un cambio en el Partido Demócrata en sus políticas de Inmigración y de trabajo en Wisconsin, "El Partido Demócrata tiene una oportunidad única, un deber realmente, para conectar con los cientos de miles de trabajadores, entre ellos inmigrantes indocumentados, que salieron a la calle para protestar contra las políticas de Scott Walker. Durante el levantamiento de Wisconsin, no hay duda de la gente tenía la ilusión de que el Partido Demócrata representa políticas distintas que el Partido Republicano en el poder ", dice Yvonne Geerts defensora y organizadora en el movimiento de los inmigrantes," con este proyecto de ley, podemos ver que el partido democrático vuelve a la vieja política-electoral, sin principios, no hay diferencias, es dolorosamente obvio que el partido democrata no quiere progreso en Wisconsin, sino ganar las elecciones a cualquier precio, incluso si eso significa sacrificar los derechos de los trabajadores indocumentados "

La Unión de Trabajadores Inmigrantes declara "las víctimas de este proyecto de ley, una vez más, serán los trabajadores de Wisconsin, con o sin papeles. Este proyecto de ley aumentará el clima anti-inmigrante y llevará a cabo sólo una cosa: los trabajadores indocumentados seguirán trabajando en las mismas empresas, pero en lugar de estar en la nómina se les pagará en efectivo, este incremento de trabajos "bajo la mesa" eliminará una nueva capa de protección de los trabajadores, que afectará a los salarios en general, en Wisconsin y la reducción de las contribuciones al desempleo, seguridad social e impuestos locales y estatales, debido a la reducción de trabajadores que cobren a través de la nómina".

 "Las consecuencias de este movimiento político son profundas y alarmantes, mientras Walker sigue con sus planes para introducir políticas anti obreras, el Partido Demócrata está fallando en proteger a los trabajadores en Wisconsin" - continúa Alex Gillis-"Creo que esta no ley no está pensada para pasar la legislatura, pero para posicionar el Partido Demócrata en las próximas elecciones, básicamente, para demostrar que el Partido Demócrata es tan "duro" como los republicanos cuando se trata de la inmigración indocumentada, el problema es que esto establece un nuevo marco para las políticas de inmigración en Wisconsin. Ahora los dos partidos Republicano y Demócratas están en un acuerdo básico de que el Estado de Wisconsin debe legislar contra la inmigración indocumentada. Con algunas excepciones como Yocasta Zamarripa, por ejemplo, el Partido Demócrata respalda más o menos la lógica que justifica la ley del representante Pridemore de tomar un asunto federal en manos de la legislación estatal. Es un día triste para los derechos de los inmigrantes y los derechos humanos en Wisconsin".

La Unión de Trabajadores Inmigrantes está preparando una campaña pública para pedir al Partido Demócrata que retire este proyecto de ley y, que dedique sus energías a la luchar contra la ley parecida a la de Arizona del congresista Pridemore.

Democrats to throw Immigrant Workers under the bus

Madison, WI- Last June 27th, Senators HANSEN, WIRCH, HOLPERIN, ERPENBACH , CARPENTER and Representative STASKUNAS introduced an anti immigrant bill, that would make Companies that hire undocumented workers ineligible for certain tax exemptions, governmental contracts, grants, and loans, granting rule−making authority, and providing penalties. The Immigrant Workers Union (IWU) shows concern and surprise “what could motive the democratic party to write such a bill? Immigration is a federal matter. It is true that the current status quo only benefits the constant abuse and exploitation of workers across the State, but bills like this will not change anything other than create more out of the books jobs in the dairy industry which by the way will cut state revenue through payroll” said Alex Gillis leader of the IWU, “it makes me wonder why would the democratic party fight for this?”.

In what it seems a  public competition on who is tougher  on undocumented immigration, the democrats set the tone on undocumented immigration, just 3 months after Rep. Pridemore introduced  the Arizona’s SB1070 Copycat bill LRB 1116/1 which “requires a law enforcement officer to determine whether a person who is arrested for or charged with a crime or civil violation is lawfully present in the state if the officer has reasonable suspicion that the person is not lawfully present” [from the text of the bill]

Immigrant advocates indicate this is likely not only an electoral pose but a change on the Democratic Party policies Immigration and labor in Wisconsin, “The democratic party has a unique opportunity, a duty really, to engage the hundreds of thousands workers, amoung them undocumented immigrants, who went to the street to protest Scott Walker policies. During the uprising in Wisconsin, there is no doubt people had illusions that the Democratic Party would represent different policies than the Republican Party in power” says Yvonne Geerts immigrant rights advocate and organizer, “ with this bill we can see the democratic party coming back to the old-electoral politics, not principles, not differences, it is painfully obvious that the democraty party wants no progress in Wisconsin, just win the election even if it means to throw  undocumented workers under the bus”

 The immigrant Workers Union states “the victims of this bill, once again, will be the workers of Wisconsin with or without papers. This bill will raise the anti immigrant climate and will accomplish only one thing: undocumented workers will still working in the same companies but instead be in the payroll they will be paid in cash, this move to out-of- the-books employment will eliminate a new layer of workers protections which will affect the overall wages in Wisconsin; reducing the contributions to unemployment, social security and local and state taxes as less workers will be paid through payroll.”

“The implications of this political move are deep and threatening, as Walker plans to introduce more anti workers policies , the democratic party is failing to protect workers in Wisconsin”- continues Alex Gillis-“I think this is not design to pass the legislature but to position the Democratic Party  towards the coming elections, basically, to show that the Democratic Party is as “taught” as the Republicans when it comes to undocumented immigration, the problem is that this sets a new framework for immigration policies in Wisconsin. Now both Reps and Dems are in a basic agreement that the State of Wisconsin should legislate against undocumented immigration. With some exceptions like Jocasta Zamarripa , for example, the Democratic Party is pretty much justifying Rep. Pridemore’s logic of taking a federal issue into state legislation hands. It is a sad day for immigrant and human rights in Wisconsin.”

The Immigrant Workers Union is preparing a public campaign to ask the Demcoratic Party to withdraw this bill and actually devote their energies to fight against Rep. Pridemore Bill.

New Bill (SB107) Would Allow Madison Landlords to USE Social Security Number to discriminate Undocumented Families

Madison, WI, On May 26th three Republican senators introduced a bill to prohibit local governments to legislate rules to protect tenants from Landlord abuse and discrimination. The bill SB107, is basically aimed at the city of Madison which so far has the best local laws protecting tenants’ rights throughout Wisconsin.

If this law passes in the fall, landlords of Madison may require social security number, ask for proof of salary of up to three times the price of rent, could use any criminal record without any time or severity limitations to deny a tenant’s application. Also, remove the deposit limit, now one month in advance, in other cities landlords ask for the first and last month rent and deposit before entering the building.

How will it affect immigrant families?

Landlords will have new ways to drive families out of their homes, and thus undocumented families, poor or people with criminal background will not be free to choose where they want to live. For these families, the apartments of good quality are unattainable, as the departments that they will have access are those with the worst conditions, humidity, lack of repair, dirty, etc..

This practice is common in many cities, using excuses such as social security number or criminal record they are pushing color, poor and immigrant families from the “good” areas into the worst neighborhoods of the city.

Why such a law now?

Despite the crisis that we live nowadays, Madison experienced an increase in the use of rental housing, 50% of the city lives in rented spaces, this is especially as more and more families are losing their homes and many more cannot afford to buy a home. This increase in the demand has caused an raise of rent housing prices in the last year alone, two-bedroom apartments have risen by 15%!

"Businessman fill their pockets with money while not money is spent in repairing and maintaining homes, is a perfect business," explains Jorge Carrera "I have been three weeks without a stove, but I have to pay rent anyway, with the current law I can ask part of my rent back, but if they pass the law the landlord is not obligated to pay me anything even though my family has been uncomfortable and in fact we spent more money eating out, how can this be fair?"

"The landlords’ association has asked remove protections for tenants so they can keep raising rents while maintaining thousands of poor and immigrant families in health and hygiene compromised housing." Explains Jean B. student and volunteer from the IWU.

The Immigrant Workers Union Proposes UNITY to improve our homes
This law only worsens the situation of housing in Madison, however, the housing situation for immigrants, people of color and poor has been worsening for the last recent years, fraud and abuse cases multiply each month. "Last week I visited a neighbor of Thurston Dr, showed me her apartment, wet spots around the house, broken furniture, walls and the carpet worn to the limit, this is the image of our homes, most of our families we have young children, sick or elderly people, how dear landlords charge us rent and call this kind of housing a home? "Explained Yvonne Geerts leader of the ICU.

The IWU in coordination with other organizations such as the Tenant Resource Center has begun a campaign of information and organization of tenants in the city of Madison to stop the bill to become law and creating neighborhood committees to protect and demand better housing.

Nueva ley permitiría exigir Social Security para rentar departamento

Madison, WI- El pasado 26 de Mayo tres senadores republicanos introdujeron una propuesta de ley con el fin de prohibir a los gobiernos locales imponer reglas a caseros para proteger a los inquilinos. La propuesta de ley SB107, básicamente está dirigida a la ciudad de Madison que hasta la fecha tiene las mejores leyes locales que protegen al inquilino de todo Wisconsin.

Si esta ley se aprobara en el otoño,los caseros de Madison podrían exigir el número del seguro social, pedir comprobantes de salario de hasta tres veces el precio de la renta, podrían usar cualquier delito sin límite de tiempo o gravedad para denegar una vivienda. Además, eliminaría el límite del depósito, actualmente de un mes por adelantado, en otras ciudades los caseros piden el primer mes y el último mes de renta y el depósito antes de entrar al inmueble.

¿Cómo afectara a las familias inmigrantes?

Los caseros tendrán nuevas formas de echar a las familias de de sus departamentos, y de esa manera las familias indocumentadas, pobres o con record policial no podrán elegir libremente donde quieren rentar . Para estas familias, los apartamentos de buena calidad serán inalcanzables, mientras los departamentos a los que tendrán acceso serán aquellos con peores condiciones, con humedad, falta de reparaciones, sucios, etc.

Esta práctica es habitual en muchas ciudades, usando escusas como el número del seguro social o el record criminal empujan a las familias de color, pobres e inmigrantes fuera de las áreas "buenas", y son empujados a los peores barrios de la ciudad.

¿Por qué una ley así ahora?

A pesar de la crisis que vivimos, Madison experimenta un incremento del uso de la renta de la vivienda, un 50% de la ciudad vive en espacios rentados, esto es debido especialmente a que cada vez mas familias están perdiendo sus casas y muchas más no pueden permitirse comprarse una vivienda.  Este incremento en la demanda ha originado una epidemia en el incremento de la vivienda, en el último año los departamentos de dos recamaras han subido un 15%!

"Los empresarios se llenan los bolsillos de dinero mientras no invierten en reparar y mantener las viviendas, es un negocio perfecto" explica Jorge Carrera "yo llevo tres semanas sin estufa, pero mi renta me la cobran igual, con la ley actual yo puedo pedir una parte de mi renta de vuelta, pero si pasan la ley el casero no está obligado a pagarme nada a pesar de que mi familia ha vivido incomoda y de hecho hemos gastado más dinero en comer fuera de casa, como puede ser esto justo?"

"La asociación de caseros ha pedido que quiten las protecciones a los inquilinos, así pueden seguir subiendo las rentas mientras mantienen a miles de familias pobres e inmigrantes en condiciones de poca salud e higiene." Explica Jean B. estudiante y voluntaria de la UTI.

Necesitamos Unirnos para Mejorar nuestras Viviendas

Esta ley solo empeora la situación de la vivienda en Madison,  sin embargo, la situación de la vivienda para los inmigrantes, pobres y gentes de color ha ido empeorando en los últimos años, los casos de abuso y fraude se multiplican cada mes. "la semana pasada visite una vecina de Thurston Dr,[ver foto] me enseño su departamento, manchas de humedad por toda la casa, muebles rotos, las paredes y la alfombra desgastadas hasta el límite, esta es la imagen de nuestras casas, la mayoría de nuestras familias tienen hijos pequeños, enfermos o personas ancianas,  como pueden cobrarnos al final del mes y llamar a esto un departamento?" explicaba Yvonne Geerts dirigente de la UTI.

La UTI en coordinación con otras organizaciones como el Centro de Recursos del Inquilino ha comenzado una campaña de Información y Organización de Inquilinos en la ciudad de Madison con el fin de parar la ley y crear comités de vecinos que protejan y demanden mejores viviendas.
